재외동포 차세대를 위한 ‘3‧1독립선언서’ 읽기 (한·영)

우리는 오늘 조선1)이 독립한 나라이며, 조선인2)이 이 나라의 주인임을 선언한다. 우리는 이를 세계 모든 나라에 알려 인류가 모두 평등하다는 큰 뜻을 분명히 하고, 우리 후손이 민족 스스로 살아갈 정당한 권리를 영원히 누리게 할 것이다.

We hereby declare that Korea is an independent state and that Koreans are a self-governing people. We proclaim this fact to all nations to reaffirm the great truth that all humans are equal, so that our descendants may forever enjoy their rights to live as an autonomous people.

이 선언은 오천 년 동안 이어 온 우리 역사의 힘으로 하는 것이며, 이천만 민중의 정성을 모은 것이다. 우리 민족이 영원히 자유롭게 발전하려는 것이며, 인류가 양심에 따라 만들어가는 세계 변화의 큰 흐름에 발맞추려는 것이다. 이것은 하늘의 뜻이고 시대의 흐름이며, 전 인류가 함께 살아갈 정당한 권리에서 나온 것이다. 이 세상 어떤 것도 우리 독립을 가로막지 못한다.

This declaration of ours is propelled by the strength of our five thousand years of history and the shared will of twenty million Koreans. It is made so that our nation may thrive in perpetuity and be in step with the larger trend of global evolution that is being shaped by the conscience of humanity. This is the will of heaven and the spirit of our time, and it springs from the rights all humans deserve. Nothing in the world shall stand in the way of our independence.

낡은 시대의 유물인 침략주의와 강권주의에 희생되어, 우리 민족이 수천 년 역사상 처음으로 다른 민족에게 억눌리는 고통을 받은 지 십 년이 지났다. 그동안 우리 스스로 살아갈 권리를 빼앗긴 고통은 헤아릴 수 없으며, 정신을 발달시킬 기회가 가로막힌 아픔이 얼마인가. 민족의 존엄함에 상처받은 아픔 또한 얼마이며, 새로운 기술과 독창성으로 세계 문화에 기여할 기회를 잃은 것이 얼마인가.

It has been a decade since our nation was, for the first time in its millennia of existence, subjected to the ignominy of oppression by another people, having fallen victim to relics of a bygone era in the form of aggression and authoritarianism. The pain of being dispossessed of the right to lead our own lives is unfathomable, as is the sorrow of seeing every opportunity to foster our spirit wrenched from us. How deep are the wounds to our dignity, and how we lost our chance to contribute to the culture of this world through our new technology and creativity!

아, 그동안 쌓인 억울함을 떨쳐 내고 지금의 고통을 벗어던지려면, 앞으로 닥쳐올 위협을 없애 버리고 억눌린 민족의 양심과 사라진 국가 정의를 다시 일으키려면, 사람들이 저마다 인격을 발달시키고 우리 가여운 자녀에게 고통스러운 유산 대신 완전한 행복을 주려면, 우리에게 가장 급한 일은 민족의 독립을 확실하게 하는 것이다.

To relieve ourselves from being wronged thus far, to break free from our current misery, to forestall threats to come, to restore our stifled conscience and the nation’s justice, to allow all to develop their own characters, and to hand down to our poor children perfect happiness instead of bitterness and shame, our foremost priority is to secure the independence of our nation.

오늘, 우리 이천만 조선인은 저마다 가슴에 칼을 품었다. 모든 인류와 시대의 양심은 정의의 군대와 인도의 방패가 되어 우리를 지켜 주고 있다. 그러므로 우리는 나아가 싸우면 어떤 강한 적도 꺾을 수 있고, 설령 물러난다 해도 이루려 한다면 어떤 뜻도 펼칠 수 있다.

Today, our twenty million people have steeled themselves in their resolve. The conscience of mankind and of our time fortifies us with the army of justice and the armaments of humanity. Therefore, we can defeat the mightiest foe if we take a stand and fight, and we can bring anything into being if we take the time to effect our will.

우리는 일본이 1876년 강화도조약 뒤에 갖가지 약속을 지키지 않았다고 해서 일본을 믿을 수 없다고 비난하는 게 아니다. 일본의 학자와 정치가들이 우리 땅을 빼앗고 우리 문화 민족을 야만인 대하듯 하며 우리의 오랜 사회와 민족의 훌륭한 심성을 무시한다고 해서, 일본의 의리 없음을 탓하지 않겠다.

We do not accuse Japan of betrayal for not keeping its promises in the aftermath of the Treaty of 1876. We shall not condemn the Japanese for their lack of respect because its scholars and politicians belittled our heritage as that of a colony, dismissed our culture as barbaric, and disrespected our long-established society and our good nature.

스스로를 채찍질하기에도 바쁜 우리에게는 남을 원망할 여유가 없다. 우리는 지금의 잘못을 바로잡기에도 급해서, 과거의 잘잘못을 따질 여유도 없다. 지금 우리가 할 일은 우리 자신을 바로 세우는 것이지 남을 파괴하는 것이 아니다. 양심이 시키는 대로 우리의 새로운 운명을 만들어 가는 것이지 결코 오랜 원한과 한순간의 감정으로 샘이 나서 남을 쫓아내는 것이 아니다. 우리는 단지, 낡은 생각과 낡은 세력에 사로잡힌 일본 정치인들이 공명심으로 희생시킨 불합리한 현실을 바로잡아, 자연스럽고 올바른 세상으로 되돌리려는 것이다.

We are too focused on upbraiding ourselves to point the finger at others. We are too occupied with righting wrongs of the present and not the past. The task at hand is to build ourselves up, not to tear others down. We are compelled by our conscience to create our destiny anew, not by envy to drive out others to indulge a long-standing resentment or a moment’s whim. We simply wish to set right this unjustified reality, in which we were sacrificed for the ambition of Japanese politicians for their outdated ideas and outdated forces, and to restore it to a natural and rational state.

처음부터 우리 민족이 바라지 않았던 조선과 일본의 강제 병합이 만든 결과를 보라. 일본이 우리를 억누르고 민족 차별의 불평등과 거짓으로 꾸민 통계 숫자에 따라 서로 이해가 다른 두 민족 사이에 화해할 수 없는 원한이 생겨나고 있다. 과감하게 오랜 잘못을 바로잡고, 진정한 이해와 공감을 바탕으로 사이좋은 새 세상을 여는 것이, 서로 재앙을 피하고 행복해지는 지름길임이 분명하지 않은가!

Consider the consequences of our state’s coerced annexation with Japan, which our people never desired. Japan is fomenting irreconcilable resentment between the two nations with disparate interests through oppression, discrimination, injustice, and false statistics. Is it not evident that the shortest way to mutual happiness and lack of tragedy is to boldly right the past wrongs and build upon earnest understanding to create a new world of good will!

또한 울분과 원한에 사무친 이천만 조선인을 힘으로 억누르는 것은 동양의 평화를 보장하는 길이 아니다. 이는 동양의 안전과 위기를 판가름하는 중심인 사억만 중국인들이 일본을 더욱 두려워하고 미워하게 하여 결국 동양 전체를 함께 망하는 비극으로 이끌 것이 분명하다. 오늘 우리 조선의 독립은 조선인이 정당한 번영을 이루게 하는 것인 동시에, 일본이 잘못된 길에서 빠져나와 동양에 대한 책임을 다하게 하는 것이다. 또 중국이 일본에 땅을 빼앗길 것이라는 불안과 두려움으로부터 벗어나게 하는 것이며, 세계 평화와 인류 행복의 중요한 부분인 동양 평화를 이룰 발판을 마련하는 것이다. 조선의 독립이 어찌 사소한 감정의 문제인가!

Peace in the East cannot be brought about by coercively suppressing the deep-rooted frustration and resentment of twenty million Koreans. It will only breed even greater fear and hatred of four hundred million Chinese toward Japan. If this were the case, this will eventually lead to a tragic end of the Eastern world as the Chinese stand at the center of the the regional security. The independence of the Korean nation will make it possible for its people to flourish as they should and allow Japan to renounce its wrongheaded path and take responsibility for its role in the East. It will free China from the anxiety and fear that it may lose its land to Japan and secure a footing for peace in the region, which plays an essential role in world peace and the happiness of all humankind. How can the independence of our nation be dismissed as an emotional and trifling matter?

아, 새로운 세상이 눈앞에 펼쳐지는구나. 힘으로 억누르는 시대가 가고, 도의3)가 이루어지는 시대가 오는구나. 지난 수천 년 갈고 닦으며 길러온 인도적 정신이 이제 새로운 문명의 밝아오는 빛을 인류 역사에 비추기 시작하는구나. 새봄이 온 세상에 다가와 모든 생명을 다시 살려 내는구나. 꽁꽁 언 얼음과 차디찬 눈보라에 숨 막혔던 한 시대가 가고, 부드러운 바람과 따뜻한 볕에 기운이 돋는 새 시대가 오는구나.

A new world is opening up before our eyes. The age of oppression by force is giving way to an era where principles reign. Our humane spirit, honed over thousands of years, now signals the dawn of a new civilization in the history of humankind. A new spring is enveloping our whole world, breathing new life into everything under the sun. The times of stifled breath in freezing blizzards are giving way to an age of balmy breezes, glowing light, and new life.

온 세상의 도리가 다시 살아나는 지금, 세계 변화의 흐름에 올라탄 우리는 주저하거나 거리낄 것이 없다. 우리는 원래부터 지닌 자유권을 지켜서 풍요로운 삶의 즐거움을 마음껏 누릴 것이다. 원래부터 풍부한 독창성을 발휘하여 봄기운 가득한 세계에 민족의 우수한 문화를 꽃피울 것이다.

Now, as the way of the world is returning to life, we are at one with the spirit of the age and have no reason to balk or waver. We will defend our innate right to liberty and bask in the joy of the bounty of life. We will give free rein to our naturally abundant creativity to let our great, brilliant culture blossom in the new spring that is warming the world.

그래서 우리는 떨쳐 일어나는 것이다. 양심이 나와 함께 있으며 진리가 나와 함께 나아간다. 남녀노소 구별 없이 어둡고 낡은 옛집에서 뛰쳐나와, 세상 모두와 함께 즐겁고 새롭게 되살아날 것이다. 수천 년 전 조상의 영혼이 안에서 우리를 돕고, 온 세계의 기운이 밖에서 우리를 지켜 주니, 시작이 곧 성공이다. 다만, 저 앞의 밝은 빛을 향하여 힘차게 나아갈 뿐이다.

That is why we are taking a stand. Our conscience and truth are with us. Men, women, young and old, will all burst out from this dark and antiquated shell to enjoy a new happy life along with all creation. The souls of our forebears from thousands of years ago live in us and give us strength, while the momentum of the world protects us from without. Our beginning is our success. We are simply marching toward that bright light that beckons ahead of us.

세 가지 약속 Our Three Pledges

• 하나, 오늘 우리의 독립 선언은 정의, 인도, 생존, 존영4)을 위한 민족의 요구이니, 오직 자유로운 정신을 드날릴 것이요, 결코 배타적 감정으로 함부로 행동하지 말라. First, our declaration of independence today represents the wish of our people to safeguard and advance justice and human principles in their lives. Therefore, we shall only spread the spirit of freedom far and wide and avoid from being exclusive of others.

• 하나, 마지막 한 사람까지, 마지막 한 순간까지, 민족의 정당한 뜻을 마음껏 드러내라. Second, everyone, down to the last of us, shall represent the voice of our people’s rightful will.

• 하나, 모든 행동은 질서를 존중하여 우리의 주장과 태도를 떳떳하고 정당하게 하라.
• Third, all actions shall be respectful of order to demonstrate our honorable cause and rightful conduct.

조선을 세운 지 4252년 3월 1일(1919년 3월 1일) On the first day of March, in the four thousand two hundred fifty-second year since the founding of our nation(1919).
